The Dubai Financial Services Authority (DFSA) has published a research paper on how frontier and agentic AI could reshape cyber resilience in the financial sector, developed with the Cambridge Digital Innovation and Regulation Initiative Fintech News Middle East. The document frames four analytical lenses—speed, reach, authority and trust—to assess whether firms can safely reduce exposure, understand shared technology dependencies, keep AI actions within mandates, and restore operations after incidents.
Shared models, cloud infrastructure and identity services create dependencies that are not always visible through direct supplier relationships.
Mark Steward, DFSA Chief Executive, said the paper “brings together emerging thinking and will prompt wider discussion on how regulators and firms can prepare for these developments.” Bryan Zhang, co-creator of the Cambridge initiative, added that the issues “will not be settled by any single firm, regulator or jurisdiction.” Both will present the findings at the Dubai FinTech Summit on 2 November 2026.
The DFSA notes the paper is intended to support research and does not constitute regulatory guidance or policy.
